Process of participation
Partner identification
Shelter Development will conduct outreach and information gathering to identify community partner programs in advance. Potential partner programs that meet the Case management component will be recommended by the Executive Director, to the Shelter Development Board of Directors. For partner programs receiving approval from the Shelter Development Board, a Memorandum of Understanding will be completed.
Participant identification
Prior to the conclusion of a lease (90 days) for which Shelter Development will seek to engage a new Program participant, partner agencies will be contacted, en masse, announcing an upcoming program opening. An application will be completed providing Francis Homes necessary information including

Client Name, Phone, Email, household members, ages
2. Partner Contact and Relationship with prospective Tenant (Rent Subsidy?)
3. Current Housing Status (Identify HUD homelessness classification)
4. Identify Barriers to housing stability

Provide Income Verification
Participant selection
Applications will be engaged in the order received until a suitable participant is located. Applicants will be given timelines to provide information, view units and complete lease agreements. Applicants not meeting identified timelines will be notified that their application has been closed. Shelter Development will engage the next eligible applicant in an effort to ensure smooth transition and maximize occupancy of available housing.
Prior to executing a lease agreement, the participant(s) and partner case manager will meet with the Shelter Development Executive Director, preferably in person, to discuss the following.

A Francis Homes program participation agreement will be completed independent of the formal lease document managed by Shelter Development’s property management company. This agreement will identify the Case management component and program timeline and will be utilized for considerations such as lease extension and program exit.
