Participant Characteristics

The Francis Homes program is designed to support the housing needs of households who: 

  1. Have at least one minor child for which a Francis Home will serve as their primary residence. 

  2. Meet the HUD definition of 

“At risk” of homelessness

 Category 2: Imminent Risk of Homelessness

 Category 4: Fleeing/ Attempting to Flee Domestic Violence. 

  1. Meet income threshold to be considered low, or very low income.

  2. Participating Household will be experiencing two, or more, Low- Moderate housing barriers including:

No rental history

Poor rental history (i.e., prior evictions, rent/utility arrears)

Insufficient savings

Poor credit history

Sporadic employment history

No high school diploma/GED

Recent or current abuse and/or battering (client fleeing domestic violence housing situation)

Large family (three or more children)

Criminal background (excluding felonies) 

Francis Homes Characteristics

When possible, efforts will be made to maximize the available living space of the Francis Home, while maintaining no more than 2 family members per bedroom of the house. 

Participant Requirements

Francis Homes participants will be required to maintain a third party, community based case manager for the duration of the lease period. Participants will be expected to participate in the program requirements maintained by the third party case management partner. Failure to maintain case management support will result in nonrenewal of future leases and an unsuccessful exit from the program.
